Why app campaigns fail differently
Google's app campaigns hand almost all of the targeting decision to automated bidding, working off whatever conversion signal the app sends back. That makes two things true that don't apply the same way to other campaign types: a target CPA is a ceiling, not a forecast — the algorithm will spend up to whatever number it's given — and a noisy or incomplete install-conversion feed caps efficiency permanently, no matter how good the creative is.
Most accounts inherit a target CPA that was never actually tested. It sits in the account as a default, not a decision, and testing it downward is often free.

- Conversion feed verification — confirming the install signal is clean before anything else changes, since app campaigns are entirely signal-driven

How I approach an app account
App campaigns are entirely signal-driven — a noisy install feed caps efficiency permanently, whatever else changes above it.
A target CPA already in the account is an assumption, not a constraint. Testing it downward cost nothing and returned most of the result in one case.
Geographies that actually convert to installs get the budget; the rest doesn't.
A single good week doesn't mean a level the account can run at. Multiple consecutive months at a similar cost per install is what proves it.
